The Ministry of Finance proposes to introduce tough penalties for non-submission of accounting

From 2020 the FTS will form and support a special accounting base. The Code of Administrative Offenses of the Russian Federation will reflect the responsibility for late submission of reports, it’s incomplete presentation and violation of the submission procedure through this information resource. Now responsibility for late submission of reports is established only in the Tax Code of the Russian Federation. Current fine is 200 rubles for each unsubmitted document.

Below is a list of proposed fines.

If audit isn’t required:

  • 50 000 – 70 000 rubles for officials;
  • 100 000 – 200 000 rubles for legal entities.

If audit is required:

  • 80 000 – 100 000 rubles for officials;
  • 300 000 – 500 000 rubles for legal entities.

Separate responsibility will be provided for non-submission of documents until 31st December of the year following the reporting year.

If audit isn’t required:

  • 80 000 – 100 000 rubles for officials;
  • 200 000 – 300 000 rubles for legal entities.

If audit is required:

  • 100 000 – 200 000 rubles for officials;
  • 500 000 – 700 000 rubles for legal entities.

Changes should take effect on 1st January 2021.
