Rules for mandatory labeling of clothes and linen approved

The government approved the rules for labeling light industry goods and the specifics of introducing a state information system for monitoring the circulation of labeled light industry goods. The relevant government decree dated December 31, 2019 No. 1956 is published on the Official Internet Portal of Legal Information.

From December 1, 2019, light industry products are subject to mandatory labeling. In particular, this requirement applies to:

  • articles of clothing, including work clothes made of genuine or composite leather;
  • knitted or crocheted blouses, for women or for girls;
  • coats, short coats, capes, raincoats, jackets (including skis), windcheaters, wind-jackets and similar products;
  • bedding, dining room, toilet and kitchen linen.

The labeling rules approved by the Government of the Russian Federation provide for a phased transition of manufacturers, importers and sellers to mandatory labeling of these goods of light industry.

According to the rules, sellers, manufacturers and importers of light industry goods must register in the state information system for monitoring the turnover of marked goods. Within 30 calendar days after registration, participants in the turnover of light industry goods must prepare their software and hardware for working with marked goods. Testing of information interaction with the marking system should be carried out no more than 60 calendar days.

Mandatory labeling of light industry goods will be from January 1, 2021. Also, from January 1, 2021, participants in the turnover of light industry goods must enter all information about operations with these goods into the labeling information system. Accordingly, the circulation and withdrawal from circulation of consumer goods not marked with identification means is allowed until December 31, 2020.
