The government decided to postpone the transition to mandatory labeling of shoe products. The draft of the relevant resolution is published on the Single portal.
Recall that under the current legislation, mandatory shoe marking was introduced in Russia from July 1, 2019. At the same time, the rules for marking shoe goods, approved by decree of 05.07.2019 No. 860, provide for a phased transition to mandatory labeling. During the transition period, the rules allow the sale of both labeled and unmarked shoe products.
Currently, these rules establish that from March 1, 2020, sellers, importers and manufacturers are required to enter information on the labeling of shoe products, as well as on the introduction of shoe products into circulation, their turnover and withdrawal from the monitoring information system. In fact, from March 1, 2020, all information about operations with footwear (import, production, labeling, sales) should be entered into the monitoring system.
Now the government has decided to clarify the timing of the transition to mandatory labeling of shoes. In particular, the amendments suggest that from March 1, 2020, information on the labeling of shoe products and their withdrawal from circulation, that is, information on labeling and retail sales, must be included in the monitoring information system. Information on the introduction of footwear products into circulation and their circulation must be entered into the system only from June 1, 2020.
It is also planned to move the deadlines for the introduction into circulation of the accumulated unmarked residues of shoe products.
