Electronic personnel documents will begin to be implemented from April 1, 2020

The State Duma Committee on Labor, Social Policy and Veterans’ Affairs recommended that deputies pass the first reading of the bill of the Ministry of Labor on an experiment to convert personnel documents into electronic form.

Recall bill No. 859678-7 defines the basic rules of the experiment for employers to maintain personnel documents in electronic form without paper. In fact, the law allows employers to fully translate the main personnel documents into electronic format. In this case, we are talking about employment contracts, making vacations and business trips, keeping records of working hours, labor protection documents, etc.

Commenting on the bill, the Deputy Minister of Labor of the Russian Federation Vsevolod Vukolov specified that the experiment on electronic personnel document management is proposed to be conducted from April 1 to December 31, 2020.

The bill provides that all costs associated with maintaining electronic personnel documents, including the use of electronic signatures of employees, must be borne by employers. The representative of the Ministry of Labor noted that employers and workers will participate in the experiment on a voluntary basis.
