The government has introduced labor and leisure standards for truck and bus drivers into the Road Traffic Rules. The relevant resolution of December 20, 2019 No. 1733 is published on the Official Internet Portal of Legal Information.
The amendments introduce a new section 26 in the SDA “Time Standards for Driving a Vehicle and Rest”.It regulates the time periods during which the driver of a truck (weighing more than 3.5 tons) or a bus is required to take breaks for rest, as well as use daily and weekly rest.
In particular, no later than 4.5 hours after the start of driving, the driver must take a break for rest of at least 45 minutes. This break can be divided into two parts, the first of which should be at least 15 minutes, and the second at least 30 minutes.
During the day, the driving time of the vehicle should not exceed 9 hours. It is allowed to increase this time up to 10 hours, but no more than twice during the calendar week. The driver’s daily rest from driving must be at least 11 hours. It is allowed to reduce this time to 9 hours, but not more than 3 times during a period not exceeding 6 days from the end of the weekly rest.
During the calendar week, the driving time of the vehicle should not exceed 56 hours. The driver’s weekly rest should be at least 45 hours during a period not exceeding 6 days from the date of completion of the previous weekly rest.
These changes will enter into force on January 1, 2020.
